I just received this email from the AMA regarding a proposed bill in the Nevada senate which will reallocate funds intended for motorcycle safety for other uses.

The Nevada Rider Motorcycle Safety Program was established in 1991 by the Nevada Legislature and placed within the Department of Public Safety and the Nevada Office of Traffic Safety. The purpose of this program is to conduct quality rider training throughout Nevada and educate the other users of the road to the unique aspects of motorcycles and motorcycling.

The program works closely with the states drivers license division, motorcycle clubs and groups, law enforcement, the media, the state community college system, and traffic safety professionals. These groups work cooperatively to train new riders and reduce the incidence of motorcycle crashes and fatalities.

All motorcycle training in the state of Nevada uses the Motorcycle Safety Foundation’s approved curriculum for motorcycle training. In recent year the safety program has been able to reach well over 11,000 riders statewide.

Below is a copy of the e-mail that I received from the Nevada Rider Safety Program Administrator explaining in further detail.

As some of you might be aware, our Program budget is protected by law – specifically NRS 486.372.3. As you are also probably aware, the state has a budget crisis and is trying to find money to help. The legislature, contrary to law, is looking to take $126,000 from my budget



I need your help. If you’d like, you can send a message to the Legislature via this link; Public Suggestions Concerning Budget Reductions and urge them not to take our program money. You may make comments as a private citizen. As of 2008, we have trained over 44,000 riders. We want to continue to make motorcycling safer.



The only reason the Motorcycle budget has excess funds is because of the federal Section 2010 funds it received in the last four years; otherwise, the program operates in the red.
Explaining the origin of the program: Nevada’s Motorcycle Safety Program was initiated by Nevada riders, for Nevada riders—funds come directly out of motorcycle registration fees, not general DMV licensing fees. (Reference AB 490 from the 1991 Legislative Session, which was proposed with the support of the NV Motorcycle Dealers Association and the Nevada Association of Concerned Motorcyclists.). At that time 90% of motorcycle accidents involved drivers who were self taught and had less than five months riding experience.
Motorcycle crashes have been on the rise since the economic downturn and gas prices went up—the need for both basic and experienced rider training is even greater than usual.
As it is, the Supply of classes is not meeting demand
47 other states have similar programs, with similar funding sources.
The program is recognized by the MSF, who also approves the training curriculum.

If they kill it, do we still have to pay $6 for the rider education fund when we renew our license?

I mean it just seems stupid, they act like its their money but we are the ones paying for it arent we?

Yes, if it's killed it seems as if they would have to cease taking the $6 for rider education. But I would bet my left nut* that they wouldn't.

This is just a classic example of how some politicians try to steal money from projects they don't give two shits about to fund their own self agenda's.
