Omg... I saw that on the way home. I wasn't sure what happened, but there were about 8 different NHP vehicles facing the southbound off ramp to Lake Mead (I was going north). I didn't see any cars, but the motorcycle explains it. They were all clustered around the median... R.I.P. I feel so bad for the poor kid...

The lesson here that every rider should refrain from taking on passengers until they have gained enough expereince riding out on the streets in traffic.

In other words, you should consider yourself a seasoned rider before taking on passengers, their life depends on your mental capablitlities on how, where and what to look for. What kind of riding stategies you will apply while riding, and how well you can operate your motorcycle with the extra weight, which will affect the handling and perfomance of the bike, including braking.

Also it will always be the operators responsiblity to outfit the passenger with the appropriate safety gear, not the passenger. They may not know what the risk and the consequences are.

Not saying this rider was inexperienced or whether or not the passenger was properly geared up, but it's just a great reminder that riding two up is not for the beginning rider.

So when is it time to go two up? Million dollar question here, it's debatable. Personally, minimum 10,000 miles of riding out on the streets before taking on passengers.
