Could be fuel pump or Air tubing, or valves.. Is there an FI light? Old gas? how long has the bike been sitting with the current fuel in the tank? can it rev normally when not in gear? (neutral)..

So if you were to hold the clutch in while it's in first gear it revs up really sluggish like? But once it's in neutral it revs fine? What if you were to put it in second gear and rev it? Is there an FI light? When did it start?
