I don't think this is a case of the driver not seeing the semi. Looks like the driver lost control of the car then hit the truck. The turn into it was way too spastic - like an over-correction. I wonder what the real story is...

Maybe their front left car tire blew out? It was a really quick jerk to the left right where the truck front right tire of the truck, driving it into the railing.
